On behalf of the Government of the Republic of Costa Rica, and as Minister of Environment, Energy and Telecommunications, rector on the subject of climate change, I am pleased to welcome you to the “Climate Change Negotiators Meeting”.

Costa Rica distinguishes as a country of peace, respect for nature, solidarity in relation to other citizens, and a consolidated democracy.  This has been also a leader and milestone country in global interest matters as biodiversity conservation, the development of mechanisms and carbon certificates to mitigate the Global Climate Change effects.

The current Climate Change Negotiators Meeting is another important Costa Rican effort to move forward the negotiation topics, in the frame of the United Nations Conference on Climate Change (UNCCC) Conference of the Parties (COP), to be held in 2009, in Copenhagen, Denmark.

Actions toward a new international climate regimen should be based on the principle of common, but differentiated responsibilities, what Costa Rica translates as common responsibility to all countries, but differentiated according to our diverse local capabilities for mitigation and adaptation.

Costa Rica proposes new possibilities of cooperation leading for a lower carbon emissions global economy.  In this sense, Costa Rica is being oriented efforts to achieve the carbon neutrality by the year 2021, when the country is celebrating 200 years of independence, based in a climate change national strategy.

All of us have something to contribute; all of us can be part of the solution.

 Climate change is a challenge that forces to set internationally based decisions in order to establish common actions, trough negotiations and dialogue, but also at a national level, obligates to work gravely to realize efforts for reducing greenhouse gas emissions and assuming necessary measures for early adapting to the unavoidable already shown effects.

In the Ministry of Environment, Energy and Telecommunications we are working an integrated strategy of climate change, covering all processes of national and sectorial development, to strengthen policies and measures that requires the country to comply with the goal of carbon neutrality and becoming in a low carbon emissions society for year 2021. This implies in parallel to solve poverty problems, by introducing significant changes in the social agenda and the patterns of development in sectors such as energy and agriculture.  Our task is to avoid the risk to increase. Costa Rica is a highly vulnerable country by what we must ensure a development resilient to adverse effects of climate change, reduce the risk to external events, and increase the human development index.
